Assessing impacts on navigational safety of port development

Solent Gateway Ltd is in the process of developing the 83 hectare Marchwood Port estate on the River Test opposite the Port of Southampton.

The proposed development will comprise a phased intensification of Marchwood Port to make effective and efficient use of the site.

Challenge

As part of the planning application for the development at the Port, a Navigational Risk Assessment was required.

Solution

To undertake the assessment, we considered existing and future vessel traffic risk, reviewed navigation impacts brought about by the proposal and consulted with statutory consultees and other interested parties. 

Our assessment was underpinned by the development of a time domain model of shipping risk for Southampton water, enabling the quantification of risk brought about by the intensification of vessel activity from the development.

We concluded that the modest increase in vessel traffic brought about by the Marchwood Port Development project would not have significant increase on navigation risk in the area and therefore no additional risk control or mitigation measures were needed beyond those already in place.  This was agreed by the Statutory Harbour Authority - ABP Southampton.

The design and build contract was tendered in summer 2022 with works expected to commence early 2023.
